Saifan Technologies. has worked with a consortium of maritime security experts, technologists, terminal operators, ocean carriers, and shippers to identify the “right” solution. The company has designed the Container Content And Tracking System (CCATS). The system is a low-cost chain of devices that use wireless and satellite technology to communicate status from a sophisticated sensor array securely mounted in each container.  It is linked to a 24x7x365 Network Operations Center (NOC) that provides the global maritime shipping community with complete status of location, container contents, environment, and security posture. CCATS is a compact, readily deployable, network-centric, secure, and reliable detection, monitoring, and tracking system that can be easily mounted in any existing or new ISO shipping container. CCATS can be in full U.S. production with deliveries to installers within 90 days.

CCATS was designed and built ruggedized to support a 99.99999% availability and reliability level like a space system, launch, or satellite communications specification. A stand-alone ruggedized and secured module, also part of an on-board meshed network that communicates entire stack status over existing systems providing 100% information from anywhere in the world!

CCATS was designed using standard TCP-IP connectivity common to multiple existing systems. Completely compatible and easily integrated without end user infrastructure changes. Standard ISO MIB database. System acts as a stand-alone module or part of a meshed network that communicates with multiple existing systems. The container’s mesh network ensures all containers remain in contact and report status. If any container drops out of the mesh, an alarm is sounded and displayed.


Our auto-detect Meshed Network design has many advantages over systems that can act only as individual units, ennsuring that all containers above and below decks are accounted for and reported.  In addition, meshed Network provides a graphic representation of all active units for easy identification of alerts/status. Uses an industry standard TCP/IP secured network .

Whether on the dock, on the ship, or below decks in the middle of the ocean, CCATS chooses the right communications protocol to provide reports and alarms on events.

  • On the dock: CCATS utilizes wireless technologies over outdoor wireless antennas. Many ports already have such systems in place.
  • Parked offshore: At 5 to 25 miles or approaching port, the system will auto-discover the best available wireless communications method (WiMax or pre-selected freq)  to relay information and alarms.
  • Out to sea: CCATS provides reporting anywhere, on any ocean, using ship chosen GEO, MEO, or LEO satellites.

CCATS provides a clear and accurate picture of any intrusion event or the presence of dangerous cargo.  CCATS is capable of real-time monitoring, tracking, and reporting of container and content status, monitoring from origin port to destination port. The system reduces or eliminates delays at port caused by scanning. CCATS is the only system that monitors the container and its contents throughout the entire shipping cycle and is ready to be produced and deployed now!
